The BAS Agent Registration Skill Set is designed to reflect the job roles of contract bookkeepers and employees performing bookkeeping tasks for organisations in a range of industries. The Skill Set is ideal for persons who are seeking registration as a BAS Agent with the Tax Practitioners Board.
The Skill Set comprises two (2) units of competency from the FNS40217 Certificate IV in Accounting and Bookkeeping and together, with the appropriate assessment methods as set by the Tax Practitioners Board, meet the requirements for “a course in basic GST/BAS taxation principles that is approved by the Board”.

This Skill Set reflects the job roles of workers in the accounting industry, including BAS Agents and contract bookkeepers; and of those employees performing bookkeeping tasks for organisations in a range of industries. It includes preparing and lodging business and instalment activity statements, and providing advice or dealing with the Commissioner on behalf of a taxpayer in relation to activity statements. Individuals in these roles apply theoretical and specialist knowledge and skills to work autonomously, and exercise judgement in completing routine and non-routine activities.
A Business Activity Statement (BAS) service is a tax agent service that includes, but is not limited to, the following:
• Preparing or lodging an approved form about a taxpayer’s liabilities, obligations or entitlements under a BAS provision;
• Giving a taxpayer advice about a BAS provision that the taxpayer can reasonably be expected to rely upon to satisfy their taxation obligations; or
• Dealing with the Commissioner on behalf of a taxpayer in relation to a BAS provision.Licensing/Regulatory Information
Work functions in the occupational areas where this qualification may be used are subject to regulatory requirements. Refer to the FNS Financial Services Training Package Companion Volume Implementation Guide or the relevant regulator for specific guidance on requirements.Persons providing a business activity statement (BAS) service for a fee or other reward must be registered by the Tax Practitioners Board (TPB) and this qualification is currently cited as meeting the TPB education requirements for registration. Other conditions apply, including a designated period of experience. • At least 18 years of age at the time of enrolment

Breadth, depth and complexity of knowledge and competencies would cover a broad range of varied activities or application in a wider variety of contexts most of which are complex and non-routine. The Skill Set is designed to meet the education requirements of the Tax Practitioner Board (TPB). Where registration with the TPB is sought, assessment must reflect the conditions described by the regulator which stipulate that a significant amount (at least 40%) must be completed under some form of independent supervision. Where recognition of prior learning (RPL) is used, it must also meet the requirements of the Board s policy on RPL.
